The Kanohi Vahi was the Legendary Mask of Time. It was created by Toa Vakama using the six Great Kanoka Disks. True to it's name it had the power to speed time up or slow it down within a certain area.
It was only used three times over the course of the series. Twice by Toa Vakama, each only breifly and without success, and once by Tahu Nuva during the final confrontation with the Bohrak Kal.
Vakama believed that it was one thing to control time and space, another thing to lose control of it. You know, one of those "The very fabric of the universe itself may shatter!" deals. So it should only be used as a last resort.
I guess the only reason they didn't use it much is because it would make the Toa's adventures too easy.

Well in the books, Vakama ventured down to get it after it fell into the ocean, and saw it's power was raging out of control that it caused various Rahi down there to live out their entire lives in a few minutes and then die. I mean that's a good reason why that thing wouldn't be used very often, imagine if some innocent bystander had to suffer such a fate? That Mask is nothing to use lightly.
